Jules M. RUBYUTSA is a lecturer at the University of Rwanda – College of Arts and Social Sciences within the Faculty of School of Political, Administrative and Social Sciences specifically in the Department of Political and Administrative Sciences. As far as academic background is concerned, his has bachelor degree in Public Administration (completed at National University of Rwanda in 2000) and Masters Degree in Business Management competed in 2004 at Kwazulu Natal University).
In terms of publications – in 2012 – he has published a Paper titled: Role of Diaspora remittances in the development: The case of Rwandan Diaspora’ remittances, ISSN 1014-4874, DOI: http://dx.doi.org/10.4314/rj. v26i1.8, Rwanda Journal, Vol. 26, Series B, Social Sciences, pp 120-132.
Currently, he is a member of three lecturers evolved in a research project on the Contribution of “Imihigo” to the adoption of the New Public Management Principles in Public Policy Making Process in Rwanda. It is expected that at the end of this project at least two publishable papers will be available. Furthermore, he is conducting a research on the Contribution of the Ombudsman institution to the good governance in Rwanda. His research interest includes: public policies, project management and evaluation, Diaspora and remittances, child rights and protection, public administration area, governance, socio – economic field, etc.
Following are modules, he is teaching: at undergraduate level – Introduction to public administration, project management, public policy analysis, monitoring and evaluation, public and development administration, leadership and governance, organization theories and resources management while at masters’ level – Project management particularly the component related to project implementation, monitoring and evaluation.
